Definitions of ‘people of concern’

RefugeesPeople who have fled their country because they are at serious risk of human rights violations and/or persecution.
Internally displaced peoplePeople who have fled their home because they are at serious risk of human rights violations and/or persecution but have not left their home country. They do not have international protection.
Asylum seekersPeople seeking international protection abroad, but who are not yet recognised as a refugee.
Stateless peoplePeople who have been denied a nationality and therefore have difficulty accessing basic rights, including for example education, healthcare, employment and freedom of movement.
People in refugee-like situationsThis includes migrants who may have moved to find work or better living conditions or felt an overriding need to leave their homes due to poverty or other serious situations.
This term may also include returnees, or people who have recently returned to their country of origin after displacement.
